Joshua L. Oppenheimer has spent more than two decades at the international law firm Greenberg Traurig, where he is a Shareholder in the Albany office advising clients on understanding, navigating, and engaging with New York State government. His practice sits at the intersection of government affairs and political law — election law, lobbying compliance, campaign finance, and ethics rules — areas where public policy, business priorities, political campaigns, and legal requirements often collide. He represents clients before the New York State Legislature and executive branch agencies, with a particular focus on health care, racing and gaming, and environmental policy.

Beyond that direct advocacy, Oppenheimer counsels companies, trade associations, nonprofits, political organizations, candidates, officeholders, lobbying firms, public affairs professionals, and advocacy groups on the laws governing political activity: lobbying disclosures, government contacts, gifts to public officials, elections, and campaign finance. He works with clients to form and administer political action, candidate, and independent expenditure committees and, as one nominator described it, has "the unique experience of aiding in the creation and ensuring the continued existence of a statewide political party." He also regularly guides lobbying firms and public affairs companies through New York's disclosure requirements and assists clients with ballot access issues.

That command of the rules traces back to firsthand experience inside the system that writes them. Early in his career, Oppenheimer worked for multiple New York State Assemblymembers, interned with the New York State Attorney General's office, and served as a law clerk in the State Board of Elections' Campaign Finance Legal Enforcement Unit — the vantage point of a regulator before two decades of advising the regulated. He has since been recognized by The Best Lawyers in America and City & State. He lives in Delmar, NY with his wife and two teenage children, and contributes his time to a range of professional and community organizations.
