Every state legislature follows a broadly similar path for a bill: introduction and first reading, assignment to a committee, committee hearing and possible amendment, a vote out of committee, floor debate and a vote in each chamber, reconciliation between chambers if versions differ, and finally transmission to the governor for signature or veto. What varies enormously is the pace and the procedural detail.
Some states run short sessions of a few months every year or every other year, which compresses the whole process into weeks; others meet for longer stretches or effectively year round. Deadlines for bill filing, committee action, and floor votes differ by state and by chamber, and each state has its own rules for what counts as a quorum, how amendments are handled, and how conference committees resolve differences between House and Senate versions.
Because these mechanics differ so much state to state, a team operating across multiple states benefits from a platform that already understands each state's specific calendar and procedural rules, rather than tracking 50 different rulebooks manually.
